Stu Russell
Principal

Stu Russell has more than 25 years of experience directing the preparation of environmental documentation and obtaining permits for electrical generation, transmission, infrastructure, and port development projects in California. His knowledge of the environmental requirements and appropriate engineering practices has been instrumental in the siting and development of numerous new projects and in helping these projects maintain compliance with regulations. As a Project Manager, Stu leads major interdisciplinary studies, prepares documents to meet agency requirements, and addresses public environmental concerns. He has assisted in the planning, development, land acquisition, and financing of energy projects proposed by public and municipal utilities, irrigation districts, and independent developers.

Brian Koo
Technical Analyst

Mr. Koo is an environmental scientist with knowledge in environmental laws and institutions, atmospheric science, environmental permitting, California Environmental Quality Act (CEQA)/National Environmental Policy Act (NEPA), Geographic Information Systems (GIS), and Computer-Aided Design (CAD). Mr. Koo joined Point Impact Analysis in 2008. As a Technical Analyst, Mr. Koo interprets data and prepares various documents authored by Point Impact Analysis. He is also responsible for field verification of environmental compliance oversight for various projects.

Joseph Burg
Environmental Analyst

Mr. Burg is an environmental analyst pursuing a master's degree in Earth Systems at Stanford University. He has training in environmental engineering, Geographic Information Systems (GIS), land systems, ecology, and water law. This training facilitates the environmental review process for wind, solar, geothermal, and other development projects. Mr. Burg joined Point Impact Analysis in 2010. He is responsible for preparing the analyses and writing in environmental impact reports (EIRs) and other environmental documents.

Anya Lamb
Environmental Analyst

Ms. Lamb is an Environmental Analyst at Point Impact Analysis. She holds a B.S. in Atmosphere/Energy from Stanford University and has training in environmental law and regulatory compliance, CEQA/NEPA, atmospheric science, climate change, and conventional and renewable energy. Her experience includes performing environmental review of infrastructure and renewable energy projects. As an Environmental Analyst, Ms. Lamb prepares environmental documents and permit applications in compliance with local, state, and federal regulations.
